Google has developed a video with Webmaster Trends Analyst Susan Moskwa providing updated information on how and when to use their Geographical Targeting tool http://googlewebmastercentral.blogspot.com/2008/04/where-in-world-is-your-site.html .
For those who are not aware, Google relaeased a tool that it hoped would help webmasters work around the current filtering that Google uses to detect what is "local" or "geographical" content. While not optimal, those who have the currently supported domain configurations can benefit from localized targeting of their site and content.
SEMPO has been discussing this problem with Google and are trying to work out a solution that will help in more situations that the tool does currently.
Nevertheless, this is a good step in the right direction.
